Wenn Russland schwächer wird: Gravierende Folgen für die Beziehungen zwischen der EU und Russland

Abstract

Die aktuelle Politik der EU gegenüber Russland beruht auf der Annahme, dass die russische Führung an einer umfassenden Modernisierung des Landes interessiert und in der Lage ist, diese auch in die Tat umzusetzen. Was aber, wenn sich dies als Trugschluss erweist? Viele strukturelle Hindernisse lassen daran zweifeln, dass Russland sich in den nächsten Jahren von Grund auf umgestalten wird. Bleibt die Modernisierung aus, wird Russland schwächer werden, gleichwohl seine internationalen Ansprüche nicht aufgeben wollen. Deswegen sollte sich die EU darauf vorbereiten, dass die Prämissen ihrer Russlandpolitik bald nicht mehr gelten werden. Sie sollte schon jetzt damit beginnen, Elemente eines »Plan B« auszuarbeiten
