Medwedjew beim Wort nehmen: Der Energiecharta-Vertrag und der Vorschlag des russischen Präsidenten für ein internationales Energierahmenabkommen

Abstract

Im April 2009 hat der russische Präsident sein Konzept für ein internationales Rahmenabkommen im Energiebereich unterbreitet. Bisher ist der Vorschlag weitgehend unkommentiert verpufft. Das hängt auch damit zusammen, dass das Dokument nach dem russisch-ukrainischen Gasstreit von 2009 vor allem als ein weiterer Versuch gedeutet wurde, den Energiecharta-Vertrag zu unterminieren. Die Europäer aber sollten Medwedjew beim Wort nehmen. Man sollte seinen Vorschlag als Anstoß nutzen und auf die konkrete Ausgestaltung eines globalen Energierahmenabkommens drängen, und zwar in einer Weise, die über bereits existierende Dokumente wie die Erklärung der G8 zu Globaler Energiesicherheit von 2006 hinausgeht. Designiertes Forum dafür wäre der Energiecharta-Prozess mit dem Ziel, einen modifizierten Energiecharta-Vertrag auszuhandeln
