Die Neuordnung der politischen Führung in Russland

Abstract

Am 7. Mai 2008 wurde Dmitrij Anatoljewitsch Medwedew, der dritte Präsident der Russländischen Föderation, feierlich in sein Amt eingeführt. Am folgenden Tag wählte die Duma seinen Amtsvorgänger Wladimir Putin zum Ministerpräsidenten. Damit vollzog die russische Führung die Rochade in den politischen Führungsämtern, die sechs Monate zuvor konzipiert worden war. Es war gewiss kein demokratischer Machtwechsel, aber doch eine wohlgeordnete Amtsübergabe. Zudem kann sich die neue Führungsspitze mit Putin und Medwedew auf eine breite Zustimmung in der Bevölkerung stützen, wie die Ergebnisse der Duma- und Präsidentenwahlen, aber auch die positiven Umfragewerte zeigen. Die russische Führung ist damit - ungeachtet demokratischer Defizite - gewissermaßen plebiszitär legitimiert
