Türkei-Verhandlungen als Spielball der Interessen

Abstract

Am 3. Oktober will die Europäische Union Beitrittsverhandlungen mit der Türkei aufnehmen. Doch wird sich möglicherweise erst auf einem außerordentlichen Treffen des Rates am 26. September oder gar erst am Vormittag des 3. Oktober entscheiden, ob es tatsächlich zum Verhandlungsbeginn kommt. Bei ihrem informellen Treffen in Newport am 1./2. September 2005 haben die Außenminister der Union die letzten offenen Fragen jedenfalls nicht ausräumen können. Die Interessenunterschiede zwischen den entscheidenden politischen Akteuren sind zu groß, um mehr als eine vordergründige Verständigung zuzulassen. Die EU wird deshalb wahrscheinlich Verhandlungen beginnen, die nur von einer Minderheit unter ihren Mitgliedern uneingeschränkt gewollt werden. Da auch bei der türkischen Regierung die Beitritts-euphorie verflogen ist, könnten die Gespräche durchaus zu einem anderen Ergebnis als der Mitgliedschaft führen. Doch dies sollte seitens der EU nicht von Beginn an angestrebt werden. (SWP-aktuell / SWP)
