Die zukünftige EU-Kommission: Führung, Kollegialität und Ziele in der Diskussion

Abstract

Die Zustimmung des Europäischen Parlaments vorausgesetzt, wird am 1. November eine neue Europäische Kommission unter der Leitung des Portugiesen José Manuel Durão Barroso ihre Arbeit in Brüssel aufnehmen. Barroso kündigt eine Kommission an, die sich durch »Führung, Vision und Kollegialität« auszeichnen werde. Diese Schlag-worte sollten rasch mit konkreten Zielvorgaben für den politischen Entscheidungs-prozeß ausbuchstabiert werden. Angesichts der Größe und Heterogenität der Kommission müssen Barroso und sein Team aber auch den überzeugenden Nachweis für ihre Entschlossenheit liefern, als kollegial handelndes Organ die Verantwortung für die Kernfunktionen der Kom-mission zu übernehmen. Hierzu gehört zuallererst die Orientierung am euro-päischen Gemeinwohl und die Bereitschaft, die Rolle der Kommission als Motor der Inte-gration und Initiativinstanz sowie als Hüterin der Verträge und des Gemein-schafts-rechts zu stärken.
