Annäherung der amerikanischen und europäischen Kuba-Politik

Abstract

Ende Oktober hat der amerikanische Kongreß der Aufhebung der Reisebeschränkungen und damit einer weiteren Lockerung der Sanktionen gegenüber Kuba zugestimmt. Trotz Embargo sind die USA inzwischen der wichtigste Lebensmittellieferant des Castro-Regimes. Die europäisch-kubanischen Beziehungen hingegen sind auf einem historischen Tiefstand angelangt. Nachdem die EU die jüngste Verhaftungswelle und die Hinrichtung von drei Kubanern mit diplomatischen Sanktionen beantwortete, eskalierte die auf Botschaftsebene ausgelöste »Cocktailkrise« zu einem Einfrieren der Entwicklungshilfe. Der transatlantische Konflikt über Kuba hat sich durch eine beiderseitige Annäherung entschärft: Die USA lockerten das Embargo, die EU beschloß diplomatische Sanktionen. Beide betreiben jetzt eine »Politik des eingeschränkten Engagements« gegenüber Kuba. (SWP-aktuell / SWP)
