Abstract

Die militärische Eskalation der letzten Wochen in Somalia hat Auswirkungen über den zerfallenen Staat am Horn von Afrika hinaus. Mit Hilfe einer äthiopischen Militärintervention hat sich die Übergangsregierung in Mogadischu erst einmal etablieren können. Ihr Gegner, die sogenannte Union der Islamischen Gerichte, wurde in den Süden des Landes vertrieben. Anfang Januar 2007 griff die US Air Force mutmaßliche Al-Qaida-Mitglieder in Südsomalia an. Sollten sich die Konflikte zu einem Bürgerkrieg ausweiten oder die alten Warlords zurückkehren, wird Somalia vermutlich in jenen desaströsen Zustand zurückfallen, in dem sich das Land schon in den neunziger Jahren befand. Um dies zu verhindern, muss ein umfassender Dialog in Gang gesetzt werden, der die moderaten Elemente der Union der Islamischen Gerichte mit einbindet. (SWP-aktuell / SWP)
