Mehr Geld für Europa: Die Verständigung auf einen neuen EU-Finanzrahmen 2007-2013

Abstract

Mit der politischen Einigung auf einen neuen Finanzrahmen Mitte Dezember 2005 hat die Europäische Union bestenfalls ihre Handlungsfähigkeit bewiesen. Dieser Kompromiss der europäischen Staats- und Regierungschefs markiert allerdings noch nicht das Ende des seit Februar 2004 laufenden Verhandlungsmarathons; vielmehr muss nun der Ministerrat mit dem Europäischen Parlament über den neuen Finanzrahmen verhandeln und anschließend müssen auch die nationalen Parlamente der 25 Mitgliedstaaten einen veränderten Eigenmittelbeschluss ratifizieren. Dass diese abschließende Etappe schwierig werden wird, zeigt die deutliche Ablehnung des Brüsseler Gipfelkompromisses im Europäischen Parlament. (SWP-aktuell / SWP)
