Zurück zum Bürgerkrieg? Die internationale Vermittlung in Sri Lanka droht zu scheitern

Abstract

Der Rückzug der EU-Mitgliedstaaten aus der Sri Lanka Monitoring Mission (SLMM) am 1. September 2006 auf Druck der Liberation Tigers of Tamil Eelam (LTTE) und der Streit, den die internationale Gemeinschaft mit der Regierung über die Verantwortung für den Mord an siebzehn einheimischen Mitarbeitern einer französischen Hilfsorganisation führt, scheinen das Ende der internationalen Vermittlung in Sri Lanka zu signalisieren. Die Kämpfe zwischen der srilankischen Armee und der LTTE haben allein seit Jahresbeginn mehrere hundert Tote gefordert und über 200.000 Menschen zu Flüchtlingen gemacht. Damit droht wie in Afghanistan auch in Sri Lanka ein Scheitern der Ende der neunziger Jahre aufgenommenen internationalen Bemühungen, den seit über zwanzig Jahre andauernden Konflikt beizulegen. Angesichts der Gefahr eines erneut ausbrechenden Bürgerkriegs stellt sich die Frage nach den politischen Konstellationen und der künftigen Rolle der internationalen Gemeinschaft.(SWP-aktuell / SWP)
