Die Ostseegaspipeline: Instrument der Versorgungssicherheit oder politisches Druckmittel?

Abstract

Als am 8. September 2005 in Berlin im Beisein von Bundeskanzler Schröder und Präsident Putin Vertreter der beteiligten Unternehmen eine Absichtserklärung zum Bau einer Erdgaspipeline durch die Ostsee unterzeichneten, fiel der Startschuß für ein seit Jahren diskutiertes Projekt. An ihm ist der russische Gaskonzern Gazprom insofern stark interessiert, als mit dem geplanten Leitungsverlauf Belarus, Polen und die Ukraine umgangen werden, durch die bislang alle Gasfernleitungen von Rußland nach Westeuropa führen. Die deutsche Versorgungssicherheit wird durch den neuen Transportweg jedenfalls nicht besser gewährleistet als durch den alternativen Ausbau des Landpipelinenetzes. Dem in den Transitländern entstandenen Eindruck, Deutschland und Rußland setzten sich über ihre Interessen hinweg, könnte entgegengewirkt werden, indem man sie künftig in den deutsch-russischen Energiedialog einbezieht.
