Kyoto-Protokoll vor dem Aus?

Abstract

Dem Kyoto-Protokoll, Symbol einer globalen Klimaschutzpolitik und seit Präsident Bushs rüder Kündigung der amerikanischen Teilhabe an diesem Vertragswerk auch Symbol der verantwortlichen Handlungsfähigkeit des Restes der Welt, droht ein unrühmliches Ende. Bei der Eröffnung der in Moskau tagenden Weltkonferenz zum Klimawandel, die von den Vereinten Nationen unterstützt wird, hat Präsident Putin am 29. September die Hoffnung derer begraben, die im Umfeld dieser Konferenz eine Zusage Rußlands zur Ratifizierung des Protokolls erwartet hatten. Ohne Rußland kann das Protokoll nicht in Kraft treten, mit Rußlands Ratifizierung würde dies innerhalb von 90 Tagen erfolgen, da alle weiteren Bedingungen erfüllt sind. Zwar hat Putin offengelassen, ob er das von der Jelzin-Regierung unterschriebene Protokoll irgendwann der Duma zur Ratifizierung vorlegen wird, doch ist Rußland mit diesem Verfahren ohnehin im Verzug und die Weltkonferenz bot die beste Gelegenheit, doch noch ein international beachtetes Zeichen zu setzen. Diese Gelegenheit wurde bewußt ausgelassen. (SWP-aktuell / SWP)
