Neue Freunde in der Not: Die Corona-Pandemie verschiebt das Gruppengefüge in der EU

Abstract

Die Corona-Pandemie und ihre wirtschaftlichen wie sozialen Folgen stellen den Zusammenhalt der EU, aber auch die Machtbalance in der Union vor eine neue Bewährungsprobe. Die (Nicht-)Reaktion der EU zementiert die nationale Souveränität der Mitgliedstaaten und die Dominanz des Intergouvernementalen in der Krise. Zwischen den Staaten verschiebt sich der Spalt zwischen Nord und Süd: Folge einer europa­politischen Offensive Spaniens und Italiens, einer stärkeren 'Südorientierung' Frankreichs und eines gleichzeitigen Zerbröckelns der 'Neuen Hanse'. Konjunktur haben vor allem Gruppen als Interessenverbände, die Differenzen in der EU verschärfen statt sie zu überwinden. Deutschland, ab dem 1. Juli 2020 als Ratsvorsitz in beson­derer Vermittlungsrolle, ist als Brückenbauer gefragt.
