Klimaneutralität als Langfrist-Strategie: Die Ausgestaltung des EU-Nullemissionsziels und die Folgen für Deutschland

Abstract

Als traditionelle Vorreiterin in der internationalen Klimapolitik steht die Europäische Union unter großem Erwartungsdruck. 2020 muss sie bei den Vereinten Nationen ihre Langfrist-Strategie vorlegen. Die politische Aufmerksamkeit gilt bisher dem fehlenden Konsens unter den Mitgliedstaaten in der Frage, ob sie sich das von der Europäischen Kommission vorgeschlagene Ziel der 'Treibhausgas-Neutralität' bis 2050 zu eigen machen sollen. Zwei Aspekte dieser Ende 2019 anstehenden Entscheidung sind bislang kaum debattiert worden - zum einen die Frage, ob damit das Ende differenzierter mitgliedstaatlicher Reduktionspflichten eingeläutet wird, zum anderen die Verschärfung des EU-Klimaziels für 2030. Beides wird die Bundesregierung bei der Neujustierung der deutschen Klimapolitik mitdenken müssen.
