Die Türkei nach den Wahlen: Alles wie gehabt und doch tiefgreifend anders

Abstract

Die Gerechtigkeits- und Entwicklungspartei (AKP) von Staatspräsident Recep Tayyip Erdogan hat 2002 in der Türkei das Ruder übernommen. Seitdem war sie bei allen weiteren Urnengängen von vornherein als Sieger gesetzt. Doch vor dem letzten Wahltermin am 24. Juni 2018 glaubten Erdogans Konkurrenten erstmals, dass sie zumindest eine Chance hätten. Doch bei der Staatspräsidentenwahl war Erdogan bereits in der ersten Runde erneut erfolgreich. In der gleichzeitig stattfindenden Wahl zum Parlament gewann das von ihm angeführte Parteienbündnis die absolute Mehrheit. Trotzdem ist nicht einfach alles wie gehabt. Langfristig wird sich auswirken, dass die Opposition einen Achtungserfolg errungen hat und künftig mit viel mehr Selbstvertrauen auftreten wird. Kurzfristig jedoch erleben wir die Gründung einer neuen Republik, die darauf ausgerichtet ist, die Türkei vom Westen unabhängig zu machen. Erschwerend kommt hinzu, dass die AKP jetzt ihre Macht in Parlament und Bürokratie mit der extremen Rechten teilen muss. In der Innenpolitik ist daher eine neue Stufe der Polarisierung und Radikalisierung wahrscheinlich. In der Außenpolitik ist mit einer Verhärtung von Ankaras Positionen zu rechnen: der EU und der Nato gegenüber, auf Zypern sowie im Streit mit Griechenland in der Ägäis. Gleichzeitig jedoch wird die Türkei bemüht sein, einen vollständigen Bruch zu vermeiden. Sie braucht den Westen, um sich gegen ihn zu stärken.
