Zwänge und Spielräume für eine europäische Grenz- und Flüchtlingspolitik: Kurzfristige Szenarien

Abstract

Der EU ist es mit hohem Mitteleinsatz gelungen, den östlichen Mittelmeerraum weit-gehend abzuriegeln. Dagegen stellt die anhaltende Zuwanderung von Flüchtlingen über Libyen eine immense Herausforderung dar. Der Handlungsdruck steigt angesichts der festgefahrenen Debatte über die Teilung der Lasten irregulärer Migration, falscher Erwartungen an den Außengrenzschutz und anstehender Wahlen in Italien. In der Folge könnten das Schengen-Regime und die Stabilität der Eurozone erneut in Frage gestellt werden. Freiwillige praktische Solidarität einiger Mitgliedstaaten oder die Stärkung libyscher Kräfte böten die Möglichkeit, mehr Zeit für notwendige Reformen der Flücht-lingspolitik zu gewinnen. Die Externalisierung der europäischen Migrationskontrolle darf jedoch nicht um jeden Preis angestrebt werden. Vielmehr sollte Deutschland die Unterstützung Italiens und die Freizügigkeit im Schengenraum stärker priorisieren.
