Kosovo: Die EU am Zug

Abstract

George Bush und Vladimir Putin haben sich bei ihrem Treffen am 1. und 2. Juli in Kennebunkport (Maine, USA) darauf geeinigt, eine weitere Zuspitzung der Auseinandersetzungen zwischen den USA und Russland wegen Kosovo zumindest vorläufig zu vermeiden. Den Außenministern der beiden Staaten wurde aufgetragen, nach einer einvernehmlichen Regelung zu suchen. Die EU sollte die Atempause nutzen, um die Initiative zu ergreifen und die Weichen dafür zu stellen, dass das VN-Protektorat auch ohne endgültige Regelung der Statusfrage unter die Verwaltung der EU überführt wird. Dies ist derzeit der aussichtsreichste Weg zur friedlichen Transformation des gefährlichsten Konflikts in Europa. (SWP-aktuell/ SWP)
