Gefangenendilemma: Zur amerikanischen Diskussion um die Aufnahme von Häftlingen aus Guantanamo

Abstract

Seit der Ankündigung von Präsident Obama, das Gefangenenlager in Guantánamo bis zum 22. Januar 2010 zu schließen, wird in den USA kontrovers über den Verbleib der etwa 230 Insassen diskutiert. Weil der Präsident die Entscheidung zur Schließung per Exekutivanweisung getroffen hat, ohne Details der Umsetzung zu nennen, stellen Mitglieder des Kongresses das Vorhaben zunehmend in Frage. Die oppositionellen Republikaner haben das Thema Guantánamo entdeckt, um Obama Schwäche im Kampf gegen den Terrorismus vorzuwerfen. Und die Demokraten machen ihre Unterstützung der Politik des Präsidenten von einem umfassenden Plan zur Unterbringung der Gefangenen abhängig. Insofern ist das Vorhaben, das Gefangenenlager zu schließen und eine Lösung für die Gefangenen im Rahmen rechtsstaatlicher Prinzipien zu finden, auch auf internationale Unterstützung angewiesen
