Abstract

Die Regierungsübernahme Jaroslaw Kaczynskis, des Zwillingsbruders von Staatspräsident Lech Kaczynski, hat neue Bedenken über die außen- und europapolitische Zuverlässigkeit Polens aufkommen lassen. Nach der Bildung einer Koalition unter Einschluss radikaler Parteien und der Entlassung des pragmatischen Premiers Marcinkiewicz, nach den deutsch-polnischen Verstimmungen infolge der Kaczynski-Satire in der Tageszeitung (taz) und der Absage des Weimarer-Dreiecks-Gipfels sorgte die Ankündigung einer harten Außenpolitik durch den neuen Ministerpräsidenten für Beunruhigung. Zu erwarten ist aber wohl kein außenpolitischer Crash-Kurs, sondern eher eine europapolitische Irrfahrt, gespickt mit Deutschland-kritischer Rhetorik und »patriotischen« Untertönen. Hintergrund dieser Tendenz ist die innenpolitische Agenda für den Aufbau einer neuen, IV. Republik und der Wunsch nach rasch vorzeigbaren Ergebnissen. Bei alledem ist zu beachten: Eine wachsende Selbstmarginalisierung schadet zuvorderst Polen selbst, doch muss das Land bei Schlüsselfragen der europäischen Politik eingebunden werden.(SWP-aktuell / SWP)
