Notstandsresolution gegen Blockaden im Sicherheitsrat: Die Arafat-Resolution der UN-Generalversammlung

Abstract

Am 19. September verabschiedete die Generalversammlung eine Resolution zum Verhalten Israels in den besetzten palästinensischen Gebieten. Ihr Text entspricht in wesentlichen Teilen dem Entwurf einer Resolution, deren Annahme drei Tage zuvor im Sicherheitsrat durch ein Veto der USA blockiert wurde. Das Vorgehen der Generalversammlung stützt sich auf die sogenannte »Uniting for Peace«-Resolution von 1950, die von grundlegender Bedeutung für die Verteilung der Kompetenzen beider Organe hinsichtlich der Wahrung des Weltfriedens und der internationalen Sicherheit ist.
