Yes, he can: Trump provoziert einen Handelskrieg. Die klügere EU gibt bei WTO-Regeln nicht nach, aber bei weiterer Zolleskalation

Abstract

Der transatlantische Handelsstreit eskaliert: Nachdem die USA Zusatzzölle auf Stahl und Aluminium eingeführt haben, kam es zu hektischen Verhandlungen mit der EU. Zunächst erreichte die EU eine befristete Ausnahmeregelung. Anschließend erhöhte sie Importzölle für eine lange Liste besonders symbolträchtiger und politisch sensibler Produkte wie Orangensaft oder Harley Davidsons. Gleichzeitig initiierte die EU im Konzert mit anderen Staaten den Einstieg in ein mögliches WTO-Schiedsverfahren gegen die USA, die unterdessen die nächste Runde einläuteten und Zölle auf Autos prüfen. Bestehende multinationale Regeln lassen nur begrenzten Spielraum für Zollerhöhungen, die alle das Risiko weiterer Zolleskalation bergen. Es wäre daher klug, diesen Spielraum gar nicht erst auszureizen, sondern ruhigen Bluts abzuwarten.
