Rüstungskooperation 2.0: Notwendige Lehren aus dem A400M-Projekt

Abstract

Der Airbus A400M fliegt. Nachdem ein Prototyp am 11. Dezember 2009 den Jungfernflug erfolgreich absolviert hat, einigten sich die sieben Bestellnationen am 5. März 2010 mit Airbus Military darauf, ihn als Projekt europäischer Beschaffungskooperation zu produzieren. Der Preis dafür ist hoch: die Kosten steigen signifikant, die Auslieferung verzögert sich um mehr als drei Jahre und die ursprünglich geforderten Fähigkeiten werden nicht realisiert. Derartige Probleme finden sich zwar auch bei anderen Großprojekten europäischer Kooperation, wie beim Satellitennavigationssystem Galileo, bei Rüstungsprogrammen wiegen sie aber besonders schwer, weil Fragen der nationalen Sicherheit tangiert sind. Sollen die Streitkräfte in Zukunft zuverlässig und termingerecht mit dem benötigten Material versorgt, gleichzeitig aber Steuergelder wirtschaftlich verwendet werden, müssen die EU-Mitgliedstaaten einen neuen Typ von Rüstungskooperation mit drei Kernelementen etablieren: Controlling der Fähigkeitenforderung, Transparenz und Zusammenarbeit bei der Nutzung der Systeme
