Geteilte Sicherheit in Lateinamerika: Neue subregionale Initiativen und das Engagement der USA

Abstract

Sicherheit und Sicherheitskooperation organisieren sich in Lateinamerika gegenwärtig neu. Wichtige Weichen sollen auf dem Gipfeltreffen der Union Südamerikanischer Nationen (UNASUR) am 23. Mai gestellt werden: Während bislang kontinentale Arrangements wie der Rio-Pakt und die Organisation Amerikanischer Staaten (OAS) oder die Konferenz der Verteidigungsminister der Amerikas im Zentrum standen, rücken seit einiger Zeit Formen der Zusammenarbeit in den Vordergrund, die sich stärker auf subregionale Räume konzentrieren. Dies gilt gleichermaßen für Initiativen lateinamerikanischer Staaten untereinander wie auch für Sicherheitsarrangements, die stark von den USA und deren Interessen geprägt sind. Gleichwohl bedürfen alle neuen Kooperationsformate vertrauensbildender Maßnahmen, um Gestaltungskraft entfalten zu können. Hier liegen noch große Herausforderungen auf dem Weg zu einer neuen Sicherheitsarchitektur in Lateinamerika, die möglicherweise auch von Konkurrenzverhältnissen bestimmt sein wird
