Alternativen denken! Die Mitgliedschaftspolitik der Europäischen Union vor dem Hintergrund der Beziehungen zur Türkei

Abstract

Im Lichte der Analyse der jüngeren Entwicklungen in der Türkei (vgl. SWP-Aktuell 33/07) bleibt die Debatte über Alternativen zur Vollmitgliedschaft, wie sie etwa in Deutschland mit dem Begriff der »Privilegierten Partnerschaft« oder in Frankreich mit der Idee einer »Mittelmeerunion« vertreten werden, aktuell. Zudem müssen die neuen Ausnahmeregeln (Opting-Outs) im Hinblick auf die Grundrechtecharta und weitere Integrationspolitiken (strafrechtliche und polizeiliche Zusammenarbeit), die am 23. Juni 2007 im Mandat zur Einberufung der Regierungskonferenz über die Revision des Verfassungsvertrags vereinbart wurden, auch in den Kontext der Beitrittspolitik der Union gestellt werden. Denn es wird immer deutlicher, dass mit Beitritten zur EU nach gewohntem Muster nur die Frage der formalen, nicht aber der realen Mitgliedschaft beantwortet wird. (SWP-aktuell/ SWP)
