Neue Prioritäten im Mercosur: Der Beitritt Venezuelas und seine Folgen für das südamerikanische Integrationsbündnis

Abstract

Der jüngste Mercosur-Gipfel in Córdoba (Argentinien) ist als Wendepunkt in der Entwicklung des größten lateinamerikanischen Integrationsraums anzusehen. Wirtschaftspolitisch haben sich die Mitgliedstaaten vom Modell des »offenen Regionalismus« verabschiedet und setzen nun in Anknüpfung an das Integrationsverständnis der 1960er Jahre vornehmlich auf eine verstärkte Binnenorientierung. Der Mercosur verliert damit seine handelspolitische Bedeutung nach außen und wird stattdessen als soziales und politisches Projekt für die Entwicklung Südamerikas vertieft. Dieser Wandel vollzieht sich unter der Ägide des venezolanischen Präsidenten Hugo Chávez, dessen Land Anfang Juli als fünftes Vollmitglied des Mercosur aufgenommen wurde. Damit verändert sich die Orientierung des regionalen Bündnisses. Der Mercosur wird künftig offenbar mehr von den politischen Interessen und wirtschaftlichen Angeboten aus Caracas geprägt werden als von der überlegten und auf Ausgleich bedachten brasilianischen Führung.
