Das Virus des Autoritarismus breitet sich in Lateinamerika aus: Machtverschiebungen im Schatten von Covid-19

Abstract

Die durch das Coronavirus ausgelöste Krise breitet sich in Lateinamerika aus - und gleichzeitig bzw. in ihrem Schutz eine Version des Autoritarismus, die den Ausnahmezustand als neue Normalität nimmt. Im Schatten der Krise werden politische Machtfragen 'geklärt', ohne internen Kontrollen unterworfen zu sein und unter Ausnutzung der durch die Pandemie erzwungenen Demobilisierung der Bürgerschaft. Am Krisenmanagement der Präsidenten Brasiliens, Jair Bolsonaro, und El Salvadors, Nayib Bukele, lassen sich zwei verschiedene Wege aufzeigen, um zum gleichen Ziel zu gelangen: die Stärkung der präsidialen Macht auf Kosten der Gewaltenteilung. Der Protest auf der Straße gegen autoritäre Tendenzen ist gegenwärtig eingeschränkt. Dies ermöglicht Verschiebungen der Macht zugunsten autoritärer Muster, die nur schwer einzuhegen oder zurückzudrängen sind.
