Abstract

Anlässlich ihres Gipfeltreffens in Moskau Anfang Juli legten die Präsidenten der USA und Russlands, Obama und Medwedew, eine Rahmenvereinbarung über strategische nukleare Abrüstung vor. Die Zeit drängt. Denn am 5. Dezember 2009 läuft das START-Abkommen zur Begrenzung strategischer Kernwaffen aus. Bevor die Besitzer der noch immer größten Bestände an Atomwaffen die Ziellinie eines neuen Abrüstungsvertrags überschreiten können, müssen sie noch mancherlei Hindernisse überwinden. Angesichts der im April und Mai 2010 stattfindenden nächsten Konferenz zur Überprüfung des Atomwaffensperrvertrags müssen Moskau und Washington ihre Abrüstungsbemühungen aber deutlich forcieren. Den Stolperstein der Raketenabwehr konnten Obama und Medwedew in Moskau noch nicht aus dem Weg räumen. Mit ihrer ebenfalls in Moskau verabschiedeten gemeinsamen Erklärung zu diesem Streitpunkt haben die beiden Präsidenten den Konflikt zwar entschärft, aber nicht gelöst
