Der Europäische Auswärtige Dienst: Notwendige Vorarbeiten gegen ein böses Erwachen

Abstract

Der Vertrag von Lissabon sieht die Schaffung eines Europäischen Auswärtigen Dienstes (EAD) vor. Der Dienst birgt großes Potential für eine kohärentere und effektivere europäische Außenpolitik. Wenn er kein Papiertiger bleiben soll, müssen die Vorarbeiten für seinen Aufbau frühzeitig und engagiert aufgenommen werden. Dabei gilt es zum einen, die Funktionsfähigkeit eines EAD-Kernstabs nach dem möglichen Inkrafttreten des Vertrags von Lissabon zum 1. Januar 2009 zu sichern. Zum anderen hängt der langfristige Erfolg des EAD von der Erarbeitung eines pragmatischen Auf- und Ausbauplans ab
