Nukleare Rüstungskontrolle in Gefahr: Der neue Rüstungswettlauf und die Erosion der Rüstungskontrolle unterminieren die strategische Stabilität

Abstract

Die regelbasierte internationale Ordnung ist in der Krise und mit ihr die nukleare Ordnung, die im Vertrag über die Nichtverbreitung von Kernwaffen (NVV), im umfas­senden Testverbotsvertrag (CTBT) und in den bilateralen Rüstungskontrollverträgen zwischen den USA und Russland zur Begrenzung strategischer Waffensysteme verankert ist. Während die nukleare und konventionelle Rüstungskontrolle erodiert, beschleunigt sich der qualitative Rüstungswettlauf. Neue Waffensysteme und Szenarien nuklearer Kriegsführung stellen die strategische Stabilität in Frage, die im New-START-Vertrag definiert wurde. Seine Verlängerung ist dringlich, um eine weitere Destabilisierung zu verhindern und Zeit für Neuverhandlungen zu gewinnen. Ein Folgeabkommen muss neue technologische und politische Entwicklungen berücksichtigen, um das strategische Gleichgewicht zu sichern und die Glaubwürdigkeit des Abrüstungsgebots des NVV zu erhalten. Der Sitz im Sicherheitsrat bietet Deutschland die Chance, dazu die Initiative zu ergreifen.
