Die EU-Kommission als sicherheits- und verteidigungspolitische Akteurin: Möglichkeiten, Grenzen und Folgen der Europäisierung des Politikfelds

Abstract

Die internationale Ordnung befindet sich im Umbruch. Daraus ergibt sich die Forderung, dass die Europäische Union 'weltpolitikfähig' werden sollte - dies die Worte des scheidenden Kommissionspräsidenten Jean-Claude Juncker. Die Organe der EU sind sich einig, dass dies nur gelingen kann, wenn die Sicherheits- und Verteidigungs­politik der Union gestärkt wird. Wie das jedoch geschehen sollte, welche Strukturen erforderlich sind und wer dies entscheiden soll, darüber herrscht Dissens. Im Sommer 2019 wird die nächste Europäische Kommission gebildet. Angesichts dessen erscheint es dringlich, die verschiedenen Optionen und deren Folgen für die bestehenden Formen der Zusammenarbeit nationaler und europäischer Verteidigungs­politiken zu diskutieren.
