Frankreich und die Annäherung von Nato und EU: Optionen der französischen Ratspräsidentschaft

Abstract

Im August 2007 kündigte Frankreichs Präsident Nicolas Sarkozy an, er werde sein Land in die integrierten militärischen Strukturen der Nato zurückführen. Die vollständige Rückkehr in die Allianz ist in seinen Augen notwendig, um substantielle Fortschritte beim Aufbau einer handlungsfähigen Europäischen Sicherheits- und Verteidigungspolitik (ESVP) zu erzielen. Am Vorabend der französischen EU-Ratspräsidentschaft scheint die Formel »Rückkehr in die Nato = Mehr ESVP« gleichwohl nicht aufzugehen. Das wäre nur dann der Fall, wenn Frankreich die Übernahme des EU-Vorsitzes für einen genialen Coup nutzen würde: die Verzahnung von Nato und EU durch Schaffung einer zivil-militärischen EU-Planungs- und Führungsfähigkeit in der Nato. Eine Option, bei der es keine Verlierer gäbe und die Frankreich zudem eine zentrale EU-Leitungsposition einbringen könnte, etwa den Posten des ersten »EU-Außenministers«
