Energiesolidarität im EU-Reformvertrag: Ein zentraler Baustein der europäischen Energiepolitik

Abstract

Weitgehend unbeachtet von der Öffentlichkeit hat der EU-Gipfel Ende Juni auch Beschlüsse zur Neufassung der europäischen Energiepolitik getroffen. Die Einigung der Staats- und Regierungschefs sieht vor, dass die Bekämpfung des Klimawandels im EU-Reformvertrag explizit erwähnt wird. Auch die Einfügung mehrerer neuer Vertragsnormen zur Energiesolidarität wurde vereinbart. Vor allem letzteres könnte die Europäisierung der Energiepolitik deutlich voranbringen. Damit dies aber auch tatsächlich geschieht, darf man in den nächsten Monaten nicht bei einer bloßen Ergänzung des EU Primärrechts stehenbleiben. Vielmehr sollten Kommission, Europäisches Parlament und Mitgliedstaaten bereits parallel zu den Verhandlungen der Regierungskonferenz versuchen, sich auf die Eckpunkte konkreter Gesetzesvorhaben zu einigen.
