Die Agenda 2007: Die erste Etappe der europäischen Finanzverhandlungen 2007-2013

Abstract

Die Verhandlungen über den nächsten Finanzrahmen der erweiterten Europäischen Union, die Finanzielle Vorausschau oder »Agenda 2007«, bilden nach dem erfolgreichen Abschluß der Regierungskonferenz über den europäischen Verfassungsvertrag das nächste große Verhandlungsprojekt innerhalb der EU. Mit diesen Finanzverhandlungen legt die Union ihre politischen Prioritäten für die Jahre 2007 bis 2013 fest. Am 14. Juli 2004 hat die Europäische Kommission dazu ein Paket mit detaillierten Legislativvorschlägen vorgelegt, mit dem sie ihre im Februar 2004 veröffentlichten Vorstellungen über die künftigen Schwerpunkte und die Finanzierung der Unionspolitiken konkretisiert. Das neue Paket beinhaltet Verordnungsentwürfe zur künftigen europäischen Kohäsions-, Struktur- und Landwirtschaftspolitik, zwei Vorschläge zur Reform des europäischen Eigenmittelsystems sowie den Entwurf einer reformierten Interinstitutionellen Vereinbarung zwischen Rat, Parlament und Kommission.
