Abstract

Wirtschaftsreformen haben Vietnam während der vergangenen 20 Jahre hohe Wachstumsraten und einen bescheidenen Wohlstand gebracht. Doch es zeigen sich auch immer deutlicher die Grenzen der bisherigen Reformpolitik. Von dem 10. Parteitag der Kommunistischen Partei Vietnams (KPV), der vom 18. bis 25. April in Hanoi abgehalten wurde, waren daher Strategien und Perspektiven erwartet worden, mit denen die nun anstehenden Herausforderungen des Reformprozesses gemeistert werden können. Der Parteitag hat zwar einige Führungspositionen neu besetzt, aber sich programmatisch auf Positionen zurückgezogen, die der gesellschaftlichen und wirtschaftlichen Dynamik des Landes kaum gerecht werden.
