Abstract

Am 28. März 2008 einigte sich das Exekutivdirektorium des Internationalen Währungsfonds (IWF) auf eine neue Quotenregelung. Der Gouverneursrat, das höchste Entscheidungsgremium des Fonds, hat bis Ende April Zeit, über diese Regelung abzustimmen. Obwohl Russland, Saudi-Arabien und Iran bereits ihre Ablehnung angekündigt haben, ist mit einer Annahme des ausgewogenen Kompromissvorschlags zu rechnen. Denn fast alle Verhandlungsgruppen konnten ihre wichtigsten Anliegen durchsetzen. Damit würde der IWF den zweiten Schritt im schwierigen Prozess der Neuordnung von Einzahlungsquoten und Stimmrechten seiner Mitgliedstaaten vollziehen. Im Herbst 2006 war bereits eine Ad-hoc-Quotenerhöhung der am stärksten unterrepräsentierten Staaten beschlossen worden.
