Abstract

Am 29. August 2003 endeten in Peking die ersten Sechsergespräche über die Nuklearwaffenprogramme Nordkoreas. Die Verhandlungen waren nötig geworden, nachdem Pyöngyang am 10. Januar einmal mehr seinen Austritt aus dem Atomwaffensperrvertrag erklärt und amerikanischen Gesprächspartnern gegenüber außerhalb der offiziellen Gespräche den Besitz von Nuklearwaffen eingestanden hatte. Während es in Peking in der Sache keine Fortschritte gab, äußerten sich die Vertreter der USA, Chinas, Südkoreas, Japans und Rußlands zufrieden darüber, daß Nordkorea anscheinend einer Fortsetzung der Verhandlungen im Oktober zugestimmt habe. Das Dementi des nordkoreanischen Delegationsleiters vom 30. August signalisiert Unzufriedenheit mit dem multilateralen Verhandlungsrahmen, bedeutet aber vermutlich weder die grundsätzliche Ablehnung von Sechsergesprächen noch eine Bereitschaft zur militärischen Eskalation.
