Ein zweites Brexit-Referendum: Hindernisse, Risiken und Handlungsoptionen für die EU-27

Abstract

Nach der deutlichen Ablehnung des Austrittsabkommens und angesichts der fortgesetzten Blockade in London steigt die Wahrscheinlichkeit eines ungeordneten Brexits. Aber auch die Option eines zweiten Referendums gewinnt an Befürwortern. Die EU hält die Tür für einen Verbleib Großbritanniens zwar prinzipiell offen. Einer erneuten Volksabstimmung stehen jedoch etliche Hindernisse im Weg: Notwendig wären ein Positionswechsel der Regierung, eine stabile Parlamentsmehrheit und eine Verlängerung des Brexit-Prozesses über die Europawahlen hinaus. Falls das britische Parlament eine zweite Abstimmung auf den Weg bringt, sollten die EU-27 Großbritannien die dafür nötige Frist gewähren. Sie sollten aber auch eine eigene politische Strategie für die Referendumskampagne und die Zeit danach festlegen.
