Strategien zur Aufstandsbekämpfung: Neue Ansätze für die ISAF-Mission

Abstract

An der Seite der Nato-Verbündeten beteiligen sich die Soldaten der Bundeswehr in Afghanistan verstärkt am Kampf gegen Aufständische. Kein Konsens besteht innerhalb der Allianz derzeit darüber, wie die Strategie für diesen Kampf aussehen sollte. Während die US-Regierung jüngst das Bündnis aufforderte, sich auf die »klassischen Prinzipien der Bekämpfung von Aufständischen« zu besinnen, tritt die Bundesregierung dafür ein, bis zum Nato-Gipfel in Bukarest im April 2008 eine umfassende Strategie zu erarbeiten. Wie kann eine im Bündnis konsensfähige deutsche Position zur Strategie für den ISAF-Einsatz aussehen, die umfassend angelegt ist und dem Operationsschwerpunkt Aufstandsbekämpfung ausreichend Rechnung trägt?
