Blockaden der Freundschaft: Der Russland-Belarus-Konflikt als Zeitenwende im postsowjetischen Raum

Abstract

Die Anhebung der Gaspreise für Belarus, die Teilveräußerung des belarussischen Gasnetzes, die Erhebung von Exportzöllen auf russische Erdöllieferungen nach Belarus und die Einschränkung des zollfreien Exports belarussischer Waren nach Russland haben eine Zeitenwende in den Beziehungen zwischen beiden Staaten eingeleitet. Das Herzstück des russisch-weißrussischen Unionsstaates - die Zollunion - ist damit obsolet geworden. Für Russland ist die Außenwirtschaftspolitik gegenüber seinem Nachbarn Teil einer neuen Außenpolitik, die sich gegen Ende der Putin-Ära zusehends an nationalen Interessen orientiert. Das Lukaschenko-System, dessen ökonomische und politische Stabilität auf den günstigen Energielieferungen aus Russland beruhte, erlebt eine ernste Existenzkrise. Für die EU und Deutschland offenbaren sich in der erneuten Störung der Energiebeziehungen die Fragilität der 'strategischen Partnerschaft' mit Russland und das Fehlen eines wirksamen Energiedialogs mit dem Transitland Belarus.(SWP-aktuell / SWP)
