Konturen einer Allianzstrategie der EU: Wie die europäische Sicherheit mit Partnern jenseits der USA gestärkt werden soll

Abstract

Europa muss seine Verteidigungsfähigkeit neu aufstellen, angesichts der Volten in Washington notfalls auch ohne die USA. Im März 2025 hat die EU eine Reihe von Initiativen auf den Weg gebracht, um die Rüstungsindustrie und die rüstungspolitische Zusammenarbeit zu stärken. Durch diese Vorhaben könnte sie auch ihre Partnerschaftsstrategie neu ordnen. Frühere Brüsseler Formate zur Kooperation im Rüstungsbereich standen ausschließlich Mitgliedern von EU und Europäischem Wirtschaftsraum (EWR) offen. Das im Mai 2025 von der EU verabschiedete SAFE-Instrument sieht hingegen für die Ukraine ein Level an Integration auf diesem Sektor vor, das dem eines EU-Staates nahekommt. Mit dem Vereinigten Königreich hat die EU hier über ein Sicherheitspartnerschaftsabkommen erstmals nach dem Brexit neue Beteiligungsmöglichkeiten geschaffen. Auch Ländern wie Kanada, der Türkei, Japan, Südkorea oder sogar Indien will die EU über Partnerschaftsabkommen Anknüpfungspunkte bieten. Dies könnte der Beginn einer neuen Allianzstrategie werden.
