Rohstoffpartner Chile: Mehr als nur ein Lieferant. Wie die EU strategische Partnerschaften stärken und geopolitische Spielräume nutzen sollte

Abstract

Im Sommer 2023 schloss die EU eine strategische Rohstoffpartnerschaft mit Chile. Während sich die EU dadurch besseren Zugang zu kritischen Rohstoffen wie Lithium und Kupfer verspricht, strebt Chile eine stärkere Diversifizierung seines Rohstoffsektors und eine höhere lokale Wertschöpfung an. Trotz Fortschritten auf wissenschaftlich-technischer Ebene bleibt jedoch die industrielle Kooperation mit der EU bislang hinter den Erwartungen zurück. Um das Potential der Partnerschaft auszuschöpfen, sollte die EU ihre bestehenden Initiativen mit Chile gezielter aufeinander abstimmen und Synergien zwischen Rohstoffen, erneuerbaren Energien und Wasserstoff besser nutzen. Dafür bedarf es auch wirksamerer Anreize für Investitionen europäischer Unternehmen. Gerade angesichts der neuen US-Handelspolitik muss die EU ihr partnerschaftliches Versprechen mit konkretem Handeln untermauern, um sich als verlässlicher Partner zu beweisen.
