Die EU zur Lebensversicherung machen: Deutsche Europapolitik in Zeiten des Umbruchs

Abstract

Das internationale und europapolitische Umfeld Deutschlands verändert sich drastisch. Dies erfordert auch ein Umdenken in der deutschen Europapolitik. Für Deutschland wird die EU als schlagkräftige Handlungsgemeinschaft noch wichtiger. Sie sollte zu einer wirtschaftlichen und sicherheitspolitischen Lebensversicherung fortentwickelt werden. Im Koalitionsvertrag von CDU/CSU und SPD nehmen die künftigen Regierungsparteien für Deutschland eine mit Pragmatismus praktizierte Führungsrolle in der Europapolitik in Anspruch. Um dieses Ansinnen mit Leben zu füllen und jene Schlüsselpolitiken voranzubringen, die für die Selbstbehauptung der Europäer zentral sind, sollte die Bundesregierung eine Führung anbieten, die sich durch eine verbesserte europapolitische Koordination auszeichnet, in eine erweiterte Partnerschaftsstrategie eingebettet ist und die Handlungsfähigkeit der Union insgesamt stärkt.
