Die unterschätzten Gefahren gefälschter und minderwertiger Medikamente: Entwicklungsländer sind von illegalem Handel in besonderem Maße betroffen

Abstract

Beim Stichwort Gesundheitsrisiken in Entwicklungsländern denken viele an Ereignisse wie die Ebolafieber-Epidemie 2014 und 2015 in Westafrika. Dagegen sind die Auswirkungen des Handels mit gefälschten und minderwertigen Medikamenten weit weniger bekannt. Davon besonders betroffen sind Entwicklungsländer. Weil dort Regulierung und Kontrollen meist ebenso unzureichend sind wie die Gesundheitsversorgung, sind sie einfache Ziele für den illegalen Handel - mit massiven gesundheitlichen und (sozio)ökonomischen Folgen. Kriminelle Netzwerke erzielen hohe Profite, meist ohne nennenswerte Bestrafung fürchten zu müssen. Die deutsche Bundesregierung kann sich dafür einsetzen, dass dem Thema bei der Generalversammlung der Weltgesundheits­organisation (WHO) im Mai 2019 mehr Gewicht gegeben wird. Das deutsche bilaterale Engagement sollte Entwicklungsländer vor allem dabei unterstützen, ArzneimittelLieferketten sicherer zu machen.
