Große Koalition in Pakistan: Nach der Parlamentswahl wird das Regieren schwieriger

Abstract

Der Sieg der Oppositionspartien bei den Parlamentswahlen am 18. Februar hat die pakistanische Demokratie gestärkt. Das Regieren in Pakistan und die Zusammenarbeit mit dem Land könnten jedoch schwieriger werden. Die Pakistan People's Party (PPP) der ermordeten Ex-Premierministerin Benazir Bhutto und die Pakistan Muslim League-N (PML-N) des ehemaligen Regierungschefs Nawaz Sharif haben sich auf eine Zusammenarbeit verständigt. Am 24. März wurde der PPP-Politiker Yusuf Raza Gilani als neuer Premierminister vereidigt. Er wird einer großen Koalition aus PPP, PML-N und zwei oder drei kleineren Parteien vorstehen. Präsident Musharraf behält als Staatsoberhaupt weitreichende verfassungsrechtliche Vollmachten, bis hin zur Entlassung des Premiers und zur Auslösung des Parlaments. Ob die rivalisierenden Machtbefugnisse von Präsident und Regierung zur Kooperation zwingen oder zur Konfrontation führen, ist noch nicht abzusehen
