Wettlauf um Märkte: USA und Südkorea gründen drittgrößte Freihandelszone weltweit

Abstract

Die USA und Südkorea haben sich darauf geeinigt, die zwischen ihnen bestehenden Zoll- und Handelsschranken nahezu vollständig zu beseitigen. Sollte das koreanisch-amerikanische Freihandelsabkommen (KORUS FTA) im US-Kongress und in der koreanischen Nationalversammlung ratifiziert werden, entstünde in der Folge der drittgrößte Freihandelsraum weltweit. Größer sind lediglich der EU-Binnenmarkt und die nordamerikanische Freihandelszone Nafta. Für die beiden Handelspartner bedeutet dies mehr Handel, mehr Einkommen und höheres Wirtschaftswachstum. Drittstaaten hätten hingegen mit erheblichen handelsumlenkenden Effekten und Einbußen zu rechnen. Leidtragende wären unter anderem Exportunternehmen aus Japan, Taiwan und Deutschland. KORUS FTA hat aufgrund dessen einen Wettlauf ausgelöst: Die EU verhandelt seit Anfang Mai über ein eigenes Abkommen mit Südkorea; Kanada will seine bilateralen Verhandlungen rasch zu einem Abschluss bringen. China und Japan haben ihrerseits Interesse an einem Handelsdeal mit Südkorea angemeldet. (SWP-aktuell/ SWP)
