Geheimer Machtpoker in den USA: Festigen sich die Sicherheitsstrukturen mit dem neuen CIA-Chef Hayden?

Abstract

Am 26. Mai 2006 bestätigte der amerikanische Senat General Michael Hayden als neuen Direktor des Geheimdienstes CIA. Da Hayden als Chefarchitekt des umstrittenen Abhörprogramms des Geheimdienstes NSA gilt, hatte schon seine Nominierung starkes Interesse in der Öffentlichkeit gefunden. George W. Bush hatte das Programm ohne Mitwirkung des Kongresses autorisiert. Die Bestätigung Haydens durch den Senat kann daher eindeutig als Sieg für den US-Präsidenten verbucht werden. Doch nicht nur das: Sie gibt auch Aufschluss darüber, wie es fünf Jahre nach dem 11. September 2001 im Ringen um Positionen und Kompetenzen bei der strukturellen Neuordnung der mit Terrorismusbekämpfung betrauten Sicherheitsbehörden steht. Die Umwälzungen in der Sicherheitslandschaft der USA dürften an einem Schlüsselpunkt angelangt sein. (SWP-aktuell / SWP)
