Strukturanpassung der Bundeswehr: Die aktuellen Planungen der Teilstreitkräfte im Horizont der politischen Maßgaben

Abstract

In einer Regierungserklärung (Neue Aufgaben - Neuer Kurs) hat Verteidigungsminister Struck am 30. März 2004 eine Umstrukturierung der Bundeswehr angekündigt. Sie soll künftig in drei Kräftekategorien aufgeteilt werden, um den Anforderungen der für wahrscheinlich gehaltenen Einsätze gerecht zu werden. Während der ersten Juliwochen werden die Kommandeure der einzelnen Teilstreitkräfte beim Generalinspekteur Schneiderhan vorstellig, um ihre jeweiligen Zielstrukturen genehmigen zu lassen. Der im Juni vorveröffentlichte 'Strukturvorschlag' des Heeres orientiert sich nicht strikt an den Vorgaben des Ministers. Die bereits Ende März 2004 veröffentlichten Überlegungen der Luftwaffe scheinen ebenfalls nicht konsequent an die veränderten sicherheitspolitischen Anforderungen angepaßt. Der heutzutage wahrscheinlichste Auftrag - die Stabilisierungs- und Aufbauoperation - wurde in beiden Konzepten nicht ausreichend berücksichtigt. Einzig die Marine strukturiert sich flexibler und läßt Raum für weitere Anpassungen. (SWP-aktuell / SWP)
