Das Milizenkartell von Tripolis: Oberflächliche Stabilisierung birgt die Gefahr neuer Konflikte

Abstract

Im März 2016 traf die Einheitsregierung (GNA) in Tripolis ein. Seitdem hat eine Handvoll lokaler Milizen einen Großteil der libyschen Hauptstadt unter ihre Kontrolle gebracht. Nominell sind diese Gruppen regierungstreu, tatsächlich aber haben sie sich die Regierung untertan gemacht. Dabei wandelten sie sich zu kriminellen Netzwerken, die in Politik, Wirtschaft und Verwaltung operieren. Die Plünderung staatlicher Ressourcen – ein Wesensmerkmal der politischen Ökonomie Libyens – kommt nun einem engeren Kreis von Personen zugute als zuvor. Akteure, die von diesem Kartell ausgeschlossen sind, bilden Allianzen, um die Kräfteverhältnisse in Tripolis gewaltsam zu verändern. Neue Sicherheitsarrangements für die Hauptstadt sind dringend nötig, um neue Konflikte abzuwenden und den Boden für eine politische Lösung zu bereiten.
