Atempause für Lukaschenka: Russische Kredite für Belarus lösen kurzfristig Devisenprobleme, vertiefen aber die Abhängigkeit von Moskau

Abstract

Am Abend des 3. April 2017 verkündeten die Präsidenten Putin und Lukaschenka in Sankt Petersburg das Ende des belarussisch-russischen Energiestreits. Zentrales Ergebnis der vorangegangenen Verhandlungen ist offenbar, dass Minsk neue Kredite aus Moskau erhält. Lukaschenka bringt dies kurzfristig Erleichterung. Die schwierige Wirtschaftslage und soziale Proteste setzen das Regime in Belarus derzeit unter Druck. Doch auch nach der Einigung mit Russland bleiben die tiefer liegenden Probleme der belarussischen Wirtschaft ungelöst. Außenpolitisch bindet die zusätzliche Verschuldung das Land stärker an Moskau. Der Kreml könnte für seine Unterstützung künftig Zugeständnisse von Minsk einfordern, die den Interessen der EU zuwiderlaufen. Bisher versuchte Lukaschenka aber, sich von Moskau nicht vereinnahmen zu lassen. Der Dialog mit der EU bleibt für Minsk dabei ein bedeutendes Gegengewicht. (SWP-Aktuell)
