Nachkriegsentwicklung in Südossetien und Abchasien: Internationale Isolation und Abhängigkeit von Russland

Abstract

Der Kaukasuskrieg, der im August 2008 die internationale Berichterstattung beherrschte, macht keine Schlagzeilen mehr. Doch auch nach dem Krieg kam es in und um Südossetien und Abchasien zu bewaffneten Zwischenfällen, die von neutraler Seite kaum zu verifizieren sind. Denn der Zugang zu den beiden von Russland diplomatisch anerkannten De-facto-Staaten ist für internationale Beobachter eingeschränkt. Die Konfliktseiten haben sich gegenseitig bezichtigt, wieder größere Offensiven vorzubereiten. Sicher ist derweil, dass Russland seine militärische Präsenz in seinen beiden Protektoraten im Südkaukasus ausbaut. Wie sieht die Lage in einer ehemaligen Kriegszone wie Südossetien aus? Welche Politik verfolgt Russland gegenüber Abchasien und Südossetien? Und in welchem Umfang kann die Europäische Union mit ihrer seit Oktober arbeitenden Beobachtungsmission zur Friedenssicherung in Georgien beitragen?
