Konflikt in der Ukraine: Testfall für die Europäische Nachbarschaftspolitik

Abstract

Zu Beginn der Verhandlungen über ein »vertieftes Abkommen« zwischen der Europäischen Union und der Ukraine steckt das Nachbarland der EU erneut in einem zähen Macht- und Ressourcenkonflikt, der zunächst zu Neuwahlen des Parlaments und womöglich auch zu Präsidentschaftswahlen führen wird. Ungeachtet einer stabilen Wirtschaftsbilanz und günstiger Aussichten für einen WTO-Beitritt im Herbst 2007 ist die Ukraine derzeit politisch nicht handlungsfähig. Das links-konservative Bündnis um Premier Viktor Janukowytsch und die zerstrittenen national-demokratischen Kräfte um Präsident Viktor Juschtschenko und Ex-Premier Julia Tymoschenko stehen sich bislang unversöhnlich gegenüber. Das ukrainische Parlament, das vor einem Jahr aus freien und fairen Wahlen hervorgegangen ist, steht vor der Auflösung. Die EU wird in einer Vermittlerrolle gesehen, die sie als Teil ihrer Nachbarschaftspolitik wahrnehmen sollte. (SWP-aktuell/ SWP)
